There was a similar problem in Portugal due to the pattern of the rings being different from otther countries. For example if the silence between rings is very long then the call is considered ended This was fixed a few years ago. Different telephone lines in Portugal perhaps have different patterns Can you listen to the pattern of ringing on the line which has this problem and try to describe it as precisely as possible eg for the UK, they have 2 short rings of 0.4 seconds separeted by 0.2 seconds followed by 2 seconds silence In your case what is the pattern, is it constant ring duration and silence, what is the 1st silence, and 2nd silence between tones, and are the silences between rings constant?
