Universal UCM 7.117

Fixed BUG when received message has a terminator, the compare with template failed because the terminator is saved in buffer, and compared with device to comfort string which is without the terminator
Added Delay between successive transmit messages to external device of 600 ms. Some devices need a delay between messages to avoid corruption eg Lutron
