RIO and IRD01 wiring and setup

Hi,
I have RIO connected very closely to comfort main motherboard and have UCMs and RIO connected via the 4 way headers. The RIO is the last in the chain. Distance <0.5 metre
In configurator it scans and finds all UCMs and SCSRIO. 
The IRD01 is connected to the RIO via CAT6 shielded. 
I have used 3 twisted pair  for red, blue and yellow and connected outputs 1 and 2
I have used one pair and split green and green/white pair for the green and black  RIO input 1
as per the photograph.
In configurator I have set IRCODE01 to device Microsoft MCE and operation to guide.In Events and Reponses I have set Response1 useing the wizard to IR Code to IRCODE01 and send to SCSRIOOUTPUT129. I also tried output1
Whether i take shunts QR off or put them back, I do not see the LED flash when execuring the response.
What have I done wrong?

There is no photo attached?
The LED D1 does not flash when IR signal is sent to RIO. It flashes when an IR signal is received at its inputs (via RC01 remote control)  if J2-Q is closed
The IR signal 1 should be sent to the RIO output using IRCODE01 to SCSRIO Output 129
When you execute the response you should see < IR8101 in the Monitor I/O (click on Show)This shows that IR signal No 1 is sent to Output 129
Is the IRD01 connnected to RIO Output 1? Are you sure the IR signal is not working? How far away is the receiver?
