The essence of this article is that there is a 15% cost saving on a home heating control.

"If at the residence you live in (there is a list (paragraph 2.16) it includes elderly care homes, hospices, monasteries, nunneries, student accommodation, self catering holiday accommodation, caravan homes, house boats) you are looking to make energy saving by introducing enhanced means of heating and hot water control then the likelihood is that any work undertaken by your installer will be VAT rated at 5% - a 15% saving to the customer"

We have some excellent solutions with setbacks in Comfort (integrated with heating controllers) and can add the set up of comfort into the overall install costs.

So its a win, win, win situation - you get a reduced price, you save money on the reduced heating cost AND you get your Comfort system updated and programmed.
