Comfort is designed to dial out only in alarm. You can work around this by using the Restore Alarm Response in Events > Misc Response to Do Alarm (Zone)
eg
AlarmZone FamilyCare
Use Family Care alarm whihc is a "free" alarm to program your dialout settings to call you when this happens
You can also use the UCM/GSM which sends SMS messages for power fail and restore
