There is no bug in addressing of the outputs, otherwise all the lights and appliances that we control in our office on a daily basis would not be working
It seems more like a stuck address line in the Comfort or OP01
You say controlling Output 4 affects output 5 and Output 7 affects output 8Try each output comand and let us know which output is affected By putting the following in the command line O!0301 We get a visual display showing output 4 ON O!0300 we get a visual display showing output 4 off Physically the output 3 is working ( not output 4).    
I am not sure what you mean by the statement above. what is a "visual display"? are you saying output causes another visual display? Then can that visual display" be the problem?

   
If you activate the output from the screen then it visually shows the correct output and triggers the correct output.
what do you mean "If you activate the output from the screen then it visually shows the correct output and triggers the correct output" what "screen " and how does that trigger the correct output if the outputs are not triggered correctly
