Perhaps you can set your PC IP address to the old subnet 192.168.1.x fixed IP address and try pining or connecting to the ETH03 at the old IP address?

The ETH02 possibly may be faulty. The Tibbo modules tend to heat up. It may be better to buy a new ETH03 submdoule. Your UCM baseboard should still be usable, and can be upgraded to the latest UCM firmware
