I think the issue is that you still have an older Cbus module as opposed to the newer Cbus2 module. NTP doesn't send DST information, it's up to the client to interpret the raw data from NTP into it's own timezone and DST calculations.
I remember somewhere on the forum is a upgrade path mentioned for Cbus to Cbus2.
