Firstly dsmanager should be able to see the ucm irrespective of it's IP address as it is discovering devices on the network based on their MAC address. So first thing is to discover why dsmanager isnt finding it; try switching off your firewall for a few minutes to see if that then allows the discovery to work.

Once you can see the ucm in dsmanager then you set the IP address and or whether it should use dhcp or static IP via right clicking that discovered device.

Only once setup via dsmanager do you then if set the IP address to match in comfigurator.

Personally I would give the ucm a static address rather than a dynamic one.
