This message means the keypad is not communicating with Comfort either because the KA/KB wires are connected or the ID on the keypad is not set correct
If there is only 1 keypad then the ID should be 1
ie the shunts A B C should be connected
The Number of Keypads in Comfigurator should match the number of keypads in he system and each ID should be set unique

How long is the cable connecting the KP04 to the Comfort panel?
Try connecting them with a short cable e.g. around 1 meter and see if it makes any difference?
Could it be that the KA/KB connection is reversed i.e. KA goes to KB and vice versa?
You have mentioned the keypad ID is 1 so all shunts A, B, C, D have been ensured to be closed or shunted?
And one more thing, when the Communication Failure displayed on the KP04, what Keypad number is displayed? Is it Keypad 1 e.g. "Communication Failure Keypad 1" or some other numbers?

Can you connect a UCM to Comfort and communicate?

I think there may have been a firmware upgrade attempted before which was not successful which caused the system to be inoperative.
