Comfort LEDs off, Heatsink very hot

If the Red and Green Leds on the Comfort PCB do not turn on, and the black heatsink is very hot,  these  are the possibilities

1 - There is a short or high current  on the 12V supply to external devices which exceeds the power supply limit causing the power supply to shut down. Measure the voltage on the 12V output (12V/COM/S12V terminal). It should be around 13-14 volts. If it is lower than 12 volts, switch off power and battery, disconnect all wires including inputs, outputs, sirens, strobe, speaker from Comfort. Power on after a while if the heatsink is very hot

2 - If the 12V output is correct, check that the U4 and U5 8 pin ICs IIntegrated Circuits)which are in sockets are plugged in the correct way. Look at the legend on the IC socket with a mark on one end. That end should correspond to the end of the IC with a "dimple" on the top left. If any of the ICs are reversed, then Comfort would not start up
