This problem has returned.

I'm now noticing that the responses for the night lighting is starting an hour late.

That is, week4 is listed in the ccl as being 17:38. Comfort doesnt do anything until 18:38

I've done a selected upload to verify the times are correct.

Is this the old daylight saving bug that is back that was supposed to be fixed ?

Firmware 5.142

I am looking  at the ccl file that you sent to us before.
In the Sunrise/Sunset table, Week 40 has a sunset time of 17:38. The times in the sunrise/sunset table are without daylight saving adjustments. Hence, you will see that there is no sudden jump in the sunrise/sunset times in the last week of March and October when the daylight saving changes happen
Since you are now having daylight saving (until the last Sunday in October), the actual sunset time will be 18:38. This is how  it always works and should be the same throughout the year. I was in London in week 40, I think 18:38 is the correct sunset time, rather than 17:38
