I would like to know when the KNX bus voltage (29V) is down either due to power supply malfunction or other cause (i.e. short-circuit). I think when one uses KNX virtual zones it would be something like zone trouble, or there could be a seperate alarm type for KNX bus voltage failure.

No, there is no indication of power failure on the KNX to Comfort.
The KNX bus is not suitable for high security applications as that is not what it was designed for.
If security is very important, alarm PIRs with power supply from Comfort should be used
