When system is alarming some lights don't Turn on.But all lights can turn on with Home Control function.(same responce)

Do LIGHT1 [Light 1 On]
Do LIGHT2 [Light 2 On] After 3 Seconds Using Timer02
Do LIGHT3 [Light 3 On] After 3 Seconds Using Timer03

Is this a new install or the system has been up and running for quite some time before this problem occured?

You could load WizComfort and watch the live traffic - does it even attempt to send the cbus commands ?

 

Ive had to use timers as if you send too many cbus commands at once, it all falls apart. The CBUS UCM could do with an internal queueing system - hard to trust what it does.

Check that the timers are not used elsewhere by other responses, which may have stopped the timers
As palmlodge says monitor the communications using WizComfort or Comfigurator Monitor I/O
CBus activity is reported as CT commands (Counter)

Too many Cbus commands in the same Response may cause some to be lost.  The CBus SIM Modules manufactured by Clipsal themselves have a limitation on the number of Cbus commands they can take at one time
