Sorry to ask so many questions, i'm just not having much luck.

Scenario:
I want to  have all lights off when i arm the security to away

I have tried a few times, but can't get it happening. Here's the settings i've used:

Response 6: "All Off"
CBUS Off 3 4
CBUS Off 3 14
CBUS Off 3 15
CBUS Off 3 41

And i have set "Away Mode Response" under misc events, to "All Off" Nothing happens
I then tried setting "Arming Response" to "All Off" again no dice....

Any tips? Am i missing something?

You can monitor the communications from Comfigurator's Monitor I/O window to see if C-bus commands are being sent.

Make sure Monitor I/O is checked under Transfer > Monitor I/O then do Transfer > System Information... enter your sign-in code and you can see the System Information window on top of the Monitor UCM I/O window. Click Ok on the System Info window.

Now you can trigger your "All Off" response again.
C-bus activity is reported as CT command (Counter).
e.g. CT0400 on Monitor I/O means counter number 04 is having the value of 00 (off).

First, have you set the C-Bus UCM to the correct ID and the number of UCMs in Comfigurator to the correct value in your system. I see that your UCM/CBUS has an ID of 3 so your ID in SW7 should be 3 and the Number of UCMs shoiould be 3 (at least) if you have other UCMs.  You shouyld also have a UCM ID of 2 in your system as you should not have any gaps in the IDs
The RED (D9) and GREEN (D10) leds should both be blinking fast if commuications with Comfort are working

Are you able to control the C-Bus group adresses from Comfort, say from the control menu ? If so, then there is nothing wrong with the addrssing or programming. and you should be able to assign the "All Off" Response to one of the control keys in the Home Control Menu and activate that response without having to arm your system

If the C-Bus control in general is not working, then check the leds on the UCM/Cbus. When you send a command from the UCM/CBus to C-Bus the BUSY2 lights should flash. If the Busy2 led stays on then thereis no acknowledgement from C-Bus and there may be a commection problem
The ERROR led also turns on if there is a problem with communication

Lastly if you still have not identified the problem, what is the firmware on your Comfort and UCM/CBus?

Thanks for the Reply.

I can activate the all off scene from the home control menu on the keypad, so the function works. It seems to be that when the system is armed it is not calling the response to switch master off.

If the Response works it should work no matter what activates it
One possibility is that there are too many commands sent to CBus at a time as the C-Bus SIM has a limit to the number of messages sent at a time
Are you sending other commands on the away Armed Response?

Can you send your ccl file to support@cytech.biz so we can look at it?

This won't help anyone else with the same issues out, but its working now. I don't know why.
I think that i was trying to soon after i had enabled the scene the first time, to enable it again ie:
i tested it in the home control menu, and it worked.
so i switched on a few lights and tried the "off from arm" and it didn't work.
However when i got the sytem to arm from the c-touch just then, the lights all went off with the arming of the system.
So thanks for your help, my boss will be super happy when he comes in in the morning.
